Solid Waste Disposal Generation and Disposal Capacity Report

  • The State Planning Office is required by 38 M.R.S.A. 2124-A to report to the Legislature on statewide generation of solid waste, statewide recycling rates, and available statewide disposal capacity. The purpose is to review and analyze how communities and businesses in Maine manage their solid waste, to identify potential future management issues, and to measure Maine's recycling progress.   • The report describes the impact of the dairy industry on Maine 's economy, landscape, and environment and discusses the issues that affect the industry including milk prices and milk pricing policies. (March 2003)

How Maine Can Enhance the Retirement Industry

  • This report, The Golden Opportunity II, represents an 8-month effort of 80 people. It builds on the foundation of the first report (A Golden Opportunity: How Maine Can Enhance the Retirement Industry), but has taken the research to the next level. E-W Highway Study

  • The 118th Maine Legislature directed the Maine State Planning Office, in partnership with the Department of Transportation and the Department of Economic and Community Development, to prepare an economic impact analysis for the proposed construction of a four-lane, border-to-border east-west highway. Climate Change Action Plan

Facilitating Government Cooperation

  • This report was prepared for the Legislature’s State and Local Government Committee in accordance with PL 2004, Resolve 130. The report outlines the progress and status of state agencies implementation of Resolve 130, which directs agencies to establish a process whereby municipalities can file statutorily-required state reports jointly when they are involved in a regional effort. Model Chart of Accounts for Maine Governments

  • The Legislature’s State and Local Government Committee directed a state and local working group to develop a model chart of accounts that may be voluntarily adopted by municipalities, counties, and other local governments. The structure, which coincides with the one that is now required by the Maine Department of Education, also includes a basic municipal chart of accounts that can easily be used by small towns in Maine. Proposal to Reduce the Cost of Government through Reform of Governmental Relations

  • This report is the product of the Task Force on Intergovernmental Structure, a 21-member group of municipal, county, and state officials. The Commission was authorized by Governor Angus King in an executive order for the purpose of relieving property taxes through more efficient delivery of local services and reducing duplication and fragmentation of services between levels of government.   • Ending Hunger in Maine: Final Report of the Maine Millennium Commission on Hunger and Food Security. The Commission spent two years examining what must be done to end hunger in Maine . They learned that the road to ending hunger is not straight or simple, but requires substantive changes in society's attitude toward hunger, in our social and economic systems and our food producing and delivery systems, and in public policy. Land Use Planning and Sprawl

  • 30-A MRSA § 4331 requires the State Planning Office to conduct an ongoing evaluation process to determine the effectiveness of state, regional, and local efforts under this chapter to achieve the purposes and goals of the Growth Management Act. The evaluation looks at public input received, evaluation criteria, and program resources.  (February 2007)

  • Resolve 2004, Chapter 73 directed the State Planning Office to review the efficacy of the state's Growth Management Act and report back to the 122nd Legislature with findings and recommendations. The Resolve asked the Office to do two things: 1. Review and make recommendations that would improve the planning process; and 2. Evaluation of Maine's Growth Management Program: We Have a Choice

  • Report to the Legislature's Natural Resources Committee which the Office is required to submit every four years (30-A MRSA § 4331). The last evaluation, which was called Continuing Challenges and Growing Opportunities, was done in 1999. (February 2003)

Regional Service Center Rule

  • The purpose of this rule is to specify the information and methods that the office will use to identify municipalities and, under certain circumstances, parts of municipalities that serve as regional service centers and are thus identified as service center communities in accordance with 30-A MRSA §4301, sub-§14-A. Report on the Development of a Maine Building Rehabilitation Code

Maine's Subdivision Law and Home Rule

  • A PL 2001, c. 359 §7, required that the State Planning Office create a catalog of municipal subdivision definitions; prepare a legislative history of Maine subdivision law with a focus on home rule authority; and complete a list of possible strategies to coordinate subdivision review and title search procedures. Report on Education Strategy for Public Water Supply Protection

  • In 1999, the Legislature enacted an “Act to Improve Public Water Supply Protection” (Public Law 1999 c. 761) that charged the Land and Water Resources Council to prepare a report containing an education strategy for public water supply protection aimed at municipalities and the general public. Maine State Wetland Conservation Plan

  • The state Wetland Conservation Plan was developed by a task force and multiple working groups. Recycling and Waste Management

Solid Waste Policy Review Task Force

  • State law requires the State Planning Office, at five-year intervals, to consult with those involved in solid waste management to review state solid waste management policy, specifically in six areas: the timeline and establishment process for the development of a state-owned solid waste disposal facility; host community benefits; the development of commercial solid waste facilities and the economic competitiveness of commercial facilities; the appropriateness of developing regional disposal facilities to better serve municipalities and businesses; the continued development and expansion of beneficial reuse and recycling; and the proper role of municipal zoning and other local control in regard to siting, expansion and operation of solid waste disposal facilities. The office reports its findings and recommendations to the Governor, the Department of Environmental Protection, and the Legislature’s Natural Resources Committee.

  • With the help of a study committee, this report undertakes an analysis of plastics generation by type and current method of disposal; studies the feasibility of expanding the State's bottle deposit laws; studies the feasibility of reducing the toxicity of waste; recommends market-based recycling opportunities for plastics; and recommends incentives for expanded in-state end uses for plastics.
